The man will bear favorable testimony to those ready to accept him…

According to The Pictorial Key to the Tarot by A.E. Waite, The Page of Wands as the following:
In a scene similar to the former, a young man stands in the act of proclamation. He is unknown but faithful, and his tidings are strange.
Divinatory Meanings: Dark young man, faithful, a lover, an envoy, a postman. Beside a man, he will bear favourable testimony concerning him. A dangerous rival, if followed by the Page of Cups. Has the chief qualities of his suit. He may signify family intelligence.
Reversed: Anecdotes, announcements, evil news. Also indecision and the instability which accompanies it.
Your card today is the Page of Wands. The Page is a young man dressed in a travelling cloak, traversing a rocky landscape with one large wand that resembles a walking stick. With a feather in his cap, he looks like he has set out for quite a journey.
The name of that journey, today, is bringing you a message.
Let’s think of the Page of Wands as an “unknown” figure who brings tidings to those who are ready to accept them. Might that be you?
The Page of Wands Has a Message for You
Today, you should do your best to stay alert for any incoming messages. The Page of Wands might be “unknown”, but that does not mean that a stranger will be your messenger today. Instead, it may mean that you will be speaking to someone you know, but someone that you did not anticipate would be a messenger.
But don’t fear: the messenger is “faithful”. Your card is upright today, so the message that is coming to you is likely not negative, and the messenger should be sincere and trustworthy.
Active Listening With Your “Messenger” Today
The message may not be immediately obvious to you. The “tidings” of the Page of Wands are known to be “strange”, so you might hear something today that challenges your current way of thinking or seems unexpected. To receive this message, make sure that you are practicing active listening as you go about your day today.
When you are listening actively, you are completely engaged with your messenger. Instead of passively hearing the words as the sounds enter your ears, you are focusing your entire attention on the messenger, so that you might better understand them.
You can try a number of techniques for active listening. First and foremost, take a step back from speaking. Don’t worry that you are abandoning the conversation by being a lazy contributor to it—you can contribute just as much by letting the other person speak freely and letting them know they are being truly heard.
Face the other person and use body language cues to show that you are paying attention. This might mean making eye contact, smiling, or nodding. You shouldn’t have to force this body language, so don’t worry about it feeling or appearing awkward. If you are carefully listening, it is natural to communicate that fact by silently reacting with your body.
At certain times in the conversation, it might be appropriate to ask any questions that you have formulated while listening. You can also make sure you are on the same page by repeating what you have heard back to them but in your own words. Try to keep an open mind during this process so that when it is your time to contribute, you are not challenging the other person but instead trying to understand them better.
Continuing to Listen
Your Page of Wands messenger could be anybody today. The card suggests it could be “a lover, an envoy, a postman”, or maybe someone coming to bring news of your family. So, pay special attention to any romantic or familial relationships in your life today or anyone specifically trying to deliver a message to you. But keep your eyes and mind open in general today, communicating in an intentional way.
You can carry the active listening skills you develop today over to tomorrow, and then to the next day. Keep them with you in your communication toolbox. Who knows how many extra messages you might glean by employing them?
